The Irony of Terrorism

The origin of the word terrorism is the French Revolution. The Oxford English Dictionary defines it as follows:

Terrorism: A system of terror. 1. Government by intimidation as directed and carried out by the party in power in France during the revolution of 1789-94; the system of `Terror’

So terrorism was originally a tool of government used to intimidate the people it ruled over. Hmm. That would make government the actual terrorists. So who were the real 9/11 terrorists?
